Alexander Lukashenko signed a decree on stimulating the purchase of electric vehicles

12.03.2020. President of Belarus Alexander Lukashenko has signed a decree "on promoting the use of electric vehicles". This was reported to BelTA by the press service of the head of state. "The decree provides for measures that are designed to stimulate demand for electric vehicles, the creation of an appropriate charging and service infrastructure in the country," the press service said. In particular, owners of electric vehicles are exempt from paying a fee for issuing a permit to participate in road traffic. Individuals will not have to pay VAT when importing electric vehicles to Belarus for personal use. At the same time, they will be able to return the amount of VAT paid when purchasing an electric vehicle within 500 basic units.


In addition, owners of electric vehicles are exempt from paying for Parking in specially equipped places in communal car parks until January 1, 2026.

Manufacturers of electric vehicles and electric charging stations, as well as organizations that operate them, have the right to apply an increased investment deduction in accordance with the procedure established by the Tax code. Charging stations are exempt from VAT if they are used in Belarus.

Belorusneft production Association will be granted land plots for construction and maintenance of electric charging complexes without holding an auction. At the same time, the cost of building charging stations can be transferred free of charge to the balance of the legal entity that accounts for these objects, and included by the customer (developer) in non-operating expenses. When obtaining the consent of the land user, land plots for the installation of charging stations will be provided without their withdrawal from public land.

The previously existing decree of July 10, 2018 No. 273 "on encouraging the use of electric vehicles" is recognized as invalid.
